New City Division Focuses on Community and Neighborhoods
Some city departments are finding themselves in a recent reorganization spree to improve efficiency without adding extra costs.
Spokane?s Mayor David Condon announced the changes yesterday saying the new division will combine groups focused on community and neighborhood services.
It?s a long list of groups affected, but it?s the kind of efficiency and improvements outlined in the Mayor?s 100-Day Action Plan. Instead of the separate groups focused on Neighborhood Services, Code Enforcement, Community Development, Human Services and East Central Community Center programs, they are now one.
This change also consolidates grant services meaning organizations seeking grants with different services only need to apply once.
Though the restructuring affects neighborhood services, actual Spokane neighborhoods will not be affected. The man in charge of that department originally, Jonathan Mallahan, is being promoted to handle the new division entirely.
The city says the reorganization means using existing staff and resources.

U.S. authorities allege Dotcom facilitated millions of illegal downloads through his company. He had been in custody since his arrest Jan. 20.
A smiling Dotcom spoke to reporters briefly outside the court as he was ushered to a waiting truck.
"I am relieved to go home to see my family, my three little kids and my pregnant wife," he said. "And I hope you understand that that is all I want to say right now."
He confirmed he would be fighting U.S. extradition efforts. Asked how he had been treated by the police after his high-profile arrest, Dotcom said, "Well, it felt a little bit like an audition to 'American Idol.'"
Dotcom was released without any monetary bail bond, which is standard for cases that come before New Zealand's district courts. He does have other conditions of release, but Ministry of Justice officials declined a request by The Associated Press to release those details, saying the AP would need to apply to the judge.
U.S. authorities claim Megaupload cost movie makers and songwriters some half a billion dollars in lost copyright revenue. They are trying to extradite Dotcom, 38, and three of his colleagues on racketeering charges.
New Zealand authorities have seized millions of dollars in investments and assets owned by Dotcom, including luxury cars and artworks.
North Shore District Court Judge Nevin Dawson found that the German-born Dotcom no longer posed a significant flight risk because, as far as the court was aware, he wasn't hiding any money or assets that could help him flee the country. New Zealand courts had earlier turned down Dotcom's bail application and a subsequent appeal, saying he did pose a flight risk, but Dawson said those decisions were made when details about Dotcom's assets remained unclear.
"Since that time, all known assets have been seized and are unavailable for Mr. Dotcom's use or disposal," the judge found. "No new assets or accounts of any significance have been revealed since his arrest. Mr. Dotcom's submission that he has not concealed any assets or bank accounts has largely been borne out."
Dawson also said he received an affidavit from Bonnie Lam, the Hong Kong chief financial officer of Megaupload, supporting Dotcom's contention that he has no resources available to him.
Dotcom was born Kim Schmitz but legally changed his name. He is a citizen of both Germany and Finland and was granted New Zealand residency in 2010. He has also lived in Hong Kong, where the Megaupload company is registered.
Dawson disputed an earlier court finding that the U.S. doesn't have an extradition treaty with Germany.
The judge said there is a German law which prevents Germans being extradited to any country ? but that a treaty between Germany and the U.S. would allow Dotcom to be prosecuted in Germany should he flee New Zealand and should German authorities deem prosecution appropriate. He said a similar situation applies to Finland.
Dotcom's colleagues had earlier been granted bail by New Zealand courts.

What To Use To Control Moisture & Humidity In Your Basement
Generally speaking, homeowners now recognize the importance of creating a vapor barrier on their walls. Whether through waterproof paint, a plastic vapor barrier, a penetrating sealer, or some other method, creating this barrier will prevent water vapor from seeping through the pores of concrete.
In a finished basement, a vapor barrier will protect drywall and insulation from the moisture buildup that would otherwise lead to mold, mildew, and humidity passing through the concrete walls and floors located within the space. In an unfinished basement or cellar, sealing the walls and floor will create a drier environment, protecting stored items from rot and mold, and helping to control that musty smell that's notoriously present in below-grade spaces.
However, there are a lot of basements out there - and a lot of companies competing to earn your consumer dollar on products that will help to control that moisture intrusion. And, like all things in the home improvement industry, some work better than others.
Let's take a look at the three most common methods of moisture control:
1. Waterproof Paint
Most popular among do-it-yourselfers, many homeowners will opt for waterproof coatings and paints that are available at most local box stores. These products sport big promises, low cost, and seductive warranties that make them look like they're a foolproof choice for any basement.
Unfortunately, these products have three major weaknesses:
* A Non-Penetrating Formula: These paints and coatings are surface-level only, and have a comparatively weak bond on your concrete surfaces. If this coating is used on surfaces that are dirty, the will peel off. They are also a weak choice for high-traffic areas of floor, where the surface coating can peel off.
* Poor Resistance To Acidity: There's a lot of chemistry going on in the concrete walls of a basement - and the moisture that passes through may be highly acidic. This is particularly true if your basement walls are new, and haven't completed the years-long curing process. This acidity can break the bonds of surface coatings, causing them to blister and peel off.
* Vulnerability To Efflorescence Buildup: Along with moisture, minerals also pass through your basement walls. As the moisture evaporates or recedes, it can leave these minerals in the form of a white, powdery mineral salt known as efflorescence. As this builds up, it can also compromise the bond of paints and coatings. Read your warranty carefully, and you'll see that it probably doesn't cover walls with efflorescence!
To make matters worse, once these coatings fail, they can be extremely troublesome to remove. You'll be working quite hard on those ugly, blistering, peeling walls - and most likely, you'll be renting some equipment as well!
2. Plastic Vapor Barriers
Whether rigid or pliable, plastic vapor barriers are a good choice for preventing moisture that comes through basement walls. Because they attach mechanically to the walls, there is no concern of peeling or detaching from the walls as there is with waterproof paint. Additionally, this is the only solution that can also intercept water flooding through cracks in the concrete - ones that would otherwise bypass sealers and paint coatings. This flooding water would be directed to a perimeter drain system, presuming you have one in place.
Typically, the seal is made permanent with epoxy or caulk along the top and seams.
Plastic vapor barriers install fairly quickly, and there's no VOC's or drying time to worry about. They can give a basement a brighter, more cheerful appearance, or they can be used behind finished walls.
There are three disadvantages to plastic vapor barriers
* Cost: The cost to buy, cut, and attach plastic vapor barriers can be much higher than simply applying a concrete sealer or waterproof paint.
* Mold Concerns: What happens to the moisture that collects behind this plastic vapor barrier? Many homeowners voice concerns of mold and mildew growth, although there is little scientific evidence to support a health issue of mold behind a sealed vapor barrier.
* Not Ideal For Floors: While this is a great option for the walls, it's a less-than-impressive option for the floors. On a very flat floor, plastic floor tiles (without chipboard present) can be a possible vapor barrier substitute, but these tend to click and make noise on less even surfaces.
Despite the disadvantages, these vapor barriers provide a permanent solution, where applicable, and could be considered for moisture control in many homes.
3. Concrete Sealers
For the purpose of this article, we'll discuss sliane-based concrete sealers. These sealers penetrate deep into the pores of the concrete, activating with the minerals in the concrete to create a glasslike barrier deep within the concrete. They're safe to use indoors, and contain little or no VOC's (brand depending).
Sliane-based concrete sealers activate quickly, and can be applied to both cured and newly-placed concrete. They will not change the appearance of the concrete, efflorescence and acidity will not harm them, and they're able to be painted over with ease. Installation is fast (done with a brush, roller, or sprayer), and they're middle-of-the-road in overall cost.
Three disadvantages to consider are as follows:
* Provides Moisture Control ONLY: Unlike plastic vapor barriers, this will not be able to breach cracks or stop flooding water. It's meant only as a sealer for water vapor that would otherwise pass through the pores of the concrete.
* Take Care When Installing: Sliane-based sealers cause etching on glass, should they come in contact with it. When installing, be sure to protect and/or avoid glass surfaces.
* Possible to Overapply: Waterproof paints can be coated thickly, thinly, or in multiple layers, and it's impossible to overapply a plastic barrier. But an installer should be careful to only use enough sliane-based sealer to damp the concrete, as too much will leave a white residue behind.
Sliane-based sealers are the ideal choice for basements that are damp but do not flood, as they are inexpensive, install quickly and subtly, and provide a lasting solution.

Apple's legal woes in China offer hope to rivals | The Raw Story
HONG KONG (Reuters) -?Apple?Inc?s legal row over its?iPadtrademark in?China?creates a window of opportunity for rivals such as?Lenovo Group Ltd?and?Samsung Electronics Co Ltd?as they try to chip away at the U.S. firm?s dominance of the potentially vast Chinese tablet market.
Apple, the world?s most valuable technology company, is fighting lawsuits brought by debt-laden Chinese electronics maker?Proview Technology?(Shenzhen), causing retailers and resellers in more than 10 Chinese cities to take iPads off their shelves, according to media reports.
Apple?s iPad enjoys a huge lead over rival tablet PCs in China with a 76 percent share.?Lenovo?and Samsung trail a distant second and third with about 7 percent and 3 percent respectively, data from research firm IDC showed.
?Apple?s loss could be Lenovo and Samsung?s gains,? said Jonathan Ng, an analyst with CIMB in Singapore.
Samsung likely has most to gain, because its Galaxy tablet competes in the same price segment as the iPad.
?Samsung will probably benefit more from Apple?s ongoing lawsuit because both of them are after the same higher-end consumers given their price points,? said Dickie Chang, an analyst from IDC in Hong Kong.
?The impact on Lenovo may be less because Lepads are lower priced and are aimed more at entry-level users.?
A basic iPad 2 typically costs 3,688 yuan ($585), roughly the same price as 7-inch?Samsung Galaxy Tab, while some models of Lenovo?s Lepad were selling at roughly half that price on online retail sites.
IDC said in the third quarter Apple sold about 1.3 million iPads in China, while Lenovo, the world?s second largest PC maker, sold around 120,000 Lepads in its home market and South Korea?s Samsung sold 58,000 Galaxy Tabs.
The Lepad and Galaxy Tab both run on Google Inc?s Android operating system.

Last Friday, Proview won a ruling on Friday at the Huizhou court in Guangzhou to prohibit an electronics appliance chain from selling iPads, just days after authorities in Shijiazhuang city near Beijing banned sales of the tablet PCs.
Proview has since asked commerce departments of some 40 cities to do the same, said the company?s lawyer Roger Xie, from law firm Grandall.
In the meantime, Apple?s legion of fans in China are resorting to other means of getting hold of an iPad.
?With Apple iPads banned in some places, it?s going to create more opportunity for Lenovo and Samsung to increase their market share,? said Sun Peilin, an analyst with Analysys International in Beijing.
?All the more so since the prices of iPads smuggled into China will rise more,? Sun said.
Apple says it bought Proview?s worldwide rights to the trademark in 10 different countries several years ago, including rights to the iPad name from a Taiwan subsidiary of Proview International.
However, Proview Technology (Shenzhen) says the sale did not cover the trademark?s use in China.
In Shijiazhuang, where authorities have told resellers to take iPads off their shelves, potential buyers were being told to ask for it clandestinely.
?You have to come back between 5 and 6 p.m. If you come during the day we?ll have to tell you we don?t stock any iPads,? said one salesman, adding that authorities would confiscate any iPads on display.
Amazon.com in China and electronics retailer Suning have also stopped selling iPads, but the companies said that had nothing to do with the Apple lawsuits.
Another major online retailer, 360buy.com, has also stopped iPad sales, but it did not say why.
But buyers can still log on to Alibaba Group?s Taobao mall and Dangdang.com to get an iPad.
IDC said currently around 12 percent of iPads are sold online, while the rest of the sales come from retailers.
With some official purchase channels cut off, more people are likely to resort to iPads smuggled from neighboring Hong Kong, where prices are lower due to a weaker Hong Kong dollar and virtually zero tariffs.
?Smuggling might continue to be the main source of iPad sales in China, especially if the iPad 3 launch in China is delayed due to the lawsuits,? Sun said.

Payroll tax vote exposes divisions within each party
Despite the bipartisan support for the payroll tax bill, blocks in both parties had reservations: Republicans angry that the measure was not paid for, and Democrats worried about the health of Social Security.
In a rush to recess, Congress on Friday extended a payroll tax holiday and other expiring measures through the end of the year in rare bipartisan votes that nevertheless exposed internal divisions in both parties.
Skip to next paragraphIn addition to averting a 2 percent hike in payroll taxes that would have been effective March 1, the bill also blocked a 27 percent hike in reimbursements to physicians treating Medicare patients and extended jobless benefits for some 13 million unemployed Americans.
Despite broad support for all three measures, the path to a final deal was difficult and protracted. Moreover, the votes in both the House and Senate signaled rifts within party ranks on core principles.
On the House side, 91 Republicans broke with their own leadership to oppose extending a $100 billion payroll tax cut without spending cuts to pay for it. The bill passed 293 to 132, with the critical support of 147 Democrats, one more than the number of Republicans who voted in favor.
The Senate passed the measure with the minimum 60 votes required to block a filibuster. This close vote in the Senate came as somewhat of a surprise, since a two-month extension of this package had passed the Senate last December on a strong, bipartisan vote, 89 to 10.
At the time, the sticking point had been the House, where GOP lawmakers, in the majority, tried to hold out for a full year extension, paid for with spending cuts. Up against a Dec. 31 deadline, Speaker John Boehner (R) of Ohio informed his caucus that they had no option but to back down to avoid a payroll tax hike that was sure to hurt GOP prospects in November elections.
Had Congress failed to act, some 160 million Americans stood to lose a tax break worth about $1,000 a year.
?This shows that even in an election year, this divided Congress can still accomplish something to help boost the economy,? Sen. Charles Schumer (D) of New York, who is charged with messaging for Senate Democrats, said in a statement Friday.
When Congress took up the issue again in 2012, House Republicans again tried to hold out for spending cuts to fully offset the $160 billion cost of the package. But facing a new expiration deadline on Feb. 29, House GOP leaders gave up on Monday and agreed to extend the payroll tax without spending cuts to pay for it.
But they did win significant concessions from Democrats in negotiations to extend unemployment insurance and the so-called ?doc fix.?? These include:

BOWLING GREEN, Ky. (AP) ? An infant born prematurely in a violent attack on his mother 10 months ago is learning to walk, beginning to talk and bears a bittersweet resemblance to the slain woman.
Friday was a sad but important date for the boy's family: His mother's killer pleaded guilty but mentally ill to cutting him from the womb and leaving the woman dead beside a rural road. Prosecutors say 21-year-old Jamie Stice was shocked with a stun gun before having her wrists and throat cut last April. Kathy Coy of Morgantown faces life in prison without parole at her sentencing March 1.
Before Friday's hearing, the boy's grandmother proudly showed off a photo of her chubby, smiling grandson atop his father's shoulders. Isaiah Allen Stice Reynolds lives with his father and is said to be thriving despite being born about five weeks early.
His grandmother, Jeannie Stice, said that Isaiah visits them every other weekend. He's crawling, trying to walk, and says "mama" and "dada."
"He looks a whole lot like Jamie when she was a baby," Stice said.
Jamie Stice's 29-year-old brother Eric marvels at how his nephew has overcome his violent entry into the world.
"He's a miracle," he said after the hearing. "He's never had a doctor visit where he weighed in too light."
Family members sing the same songs his mother sang him while he was in the womb. At home, Jeannie Stice memorializes her daughter with a wall of photos that recount happy times. There are photos of her pregnant daughter and ultrasound pictures of Isaiah.
Jeannie and Eric Stice were among 35 relatives and friends of Jamie Stice who came to Warren County Circuit Court to witness Coy's plea. They wore pink ribbons.
"There's no justice that can be served," Eric Stice said afterward, calling his sister's killer a monster. "The worst possible thing that they could do to her would not suffice the actions she committed. She took a beautiful, innocent young lady from a world of people who loved her, including an infant son."
Coy, who had shown little emotion in previous hearings, cried and shook her head Friday as a prosecutor read the evidence against her. Her slight, high-pitched voice shook with emotion as she entered her plea to murder, capital kidnapping and kidnapping. She wore an orange jail jumpsuit and leg irons.
"The brutality of it is like nothing any of us have ever seen," Warren County Commonwealth's Attorney Chris Cohron said afterward.
Cohron said he would have sought the death penalty if Coy had been convicted at trial.
Police had said Coy and Stice were Facebook friends. Stice's mutilated body was found off a dirt road in southern Kentucky on April 14, a day after she had been seen leaving her home with Coy. Police arrested Coy at a local hospital after she arrived with the infant but showed no signs of having given birth.
Psychologist Eric Drogin testified briefly before the plea was entered. Drogin said he met with the 34-year-old Coy as recently as this week and that she suffers from a mental illness.
During a hearing in April, Kentucky State Police detective Chad Winn testified that Coy had lured Stice out of her home by telling her they were going shopping for baby supplies.
After killing Stice and stealing the baby boy, Coy drove to the home of a friend and said she had given birth to the baby, Winn said. The friend told troopers that Coy was in a car, wearing no pants and sitting on the placenta while holding the baby, who had grass on him.
The friend called for an ambulance after helping to clean the baby and taking a picture of the newborn. At the hospital on April 13, Coy brought in a uterus, ovaries and placenta with umbilical cord still attached, along with the baby, Winn said.
Coy initially insisted she gave birth to the boy, then told police she bought the baby for $550, Winn said.
Police searched Coy's home and computer, finding links to two pregnant women on her Facebook page. Investigators found one of the women unharmed, but couldn't find Stice. Police would later find a stun gun and two knives believed to be used in the attack.
"I then asked Ms. Coy if that baby was Jamie Stice's," Winn testified. "She answered 'I don't know.' I was alarmed by this."
Coy eventually led detectives to a wooded area off a dirt road, where Stice's remains were located.
Winn told reporters Friday that Coy had faked pregnancies and was obsessed with the thought of having a baby.
Coy has two children of her own but they didn't live with her, Winn said.
"The miracle in the whole thing is that the baby made it," Winn said of Jamie Stice's baby.
Stice's brother, Eric, said his nephew will grow up knowing about his mother and her hopes for him. She wrote letters to her son during her pregnancy that he'll be given. Relatives visit her grave regularly, sometimes taking Isaiah along.
"I'd say it will probably be a tradition to fill him in how much his mom loved him and how much she wanted to be there," he said.
